Fairbanks LLC Awarded Statewide Contract by New York State Department of Health for School Supportive Health Services Program (SSHSP)

Fairbanks LLC is proud to announce that the New York State Department of Health (NYS DOH) has awarded the firm a competitively bid, statewide contract to conduct annual cost studies and manage the Certified Public Expenditure (CPE) reimbursement methodology for New York’s School Supportive Health Services Program (SSHSP).
This program supports Medicaid reimbursement for medically necessary services provided to preschool and school-age children with disabilities across more than 600 public school districts and counties throughout New York State.
Under the contract, Fairbanks is responsible for the administration of a quarterly statewide Random Moment Time Study (RMTS), annual cost collection and cost settlement, and ongoing management and maintenance of the State Plan Amendment (SPA) and Time Study Implementation Plan (TSIP). The engagement also includes comprehensive training, technical assistance, and continuous quality assurance activities to ensure program integrity, compliance, and optimal financial outcomes for participating providers.
The SSHSP program is one of the largest and most complex school-based Medicaid reimbursement programs in the nation. Fairbanks’ selection reflects the firm’s deep expertise in large-scale Medicaid cost reporting, time study administration, and CPE program operations, as well as its proven track record of partnering with state Medicaid agencies to design, implement, and operate compliant, high-performing school-based Medicaid programs.
